The article
Healthcare compliance services come in three shapes: a consultant who writes the program, a subscription tool that keeps it on schedule, and an engineering team that changes the systems where patient data lives. Most practices and health tech companies need some of each. The real question is which one first, and this article is meant to answer it.
I have been building software for 18 years, and since 2017 my company has delivered 150+ projects across healthcare, fintech, logistics and e-commerce with a team of 70+ specialists. We are the third shape: a software company that builds and runs the systems a compliance program depends on. Legal opinions, certificates and the auditor's report come from others; we work next to your compliance officer and your counsel.

A tool, a consultant or an engineering team
The right first purchase depends on where your gap is. Compliance solutions for healthcare organizations look alike on their pages and differ in what they change, so start from your situation:
| Your situation | What fits first | Why |
|---|---|---|
| A small practice needs policies, training records and reminders | Online healthcare compliance solutions, sold by subscription | The work is routine, and a tool keeps it on schedule |
| A rule needs interpreting for your organization | One of the healthcare compliance consulting companies, or an attorney | It is a judgment about your facts |
| Your product or systems hold patient data and must change | An engineering team | Safeguards live in the software and the cloud |
| New rules arrive faster than your team can sort them | Custom healthcare compliance solutions | Software can find what applies to you and turn it into tasks |
| An audit or a payer review is on the calendar | A gap assessment, then the evidence pulled together | Reviewers ask for records |
We fit the last three rows. For the first two, a tool or a consultant is the better first buy.
When I read the five pages Google showed for this search in October 2026, four talked about policies and procedures. None mentioned encryption, audit logs or the cloud, and none named a price for its own service. Five pages are a small sample, but if your gap is in your systems, ask about systems directly.
Where compliance lives in your systems
Policies say what should happen; systems decide what does. Healthcare IT compliance solutions are the part of the program that lives in software and infrastructure:
- Access: who can open which record, and access removed when people leave.
- Logs: a record of who did what with patient data, and someone who reviews it.
- Copies: backups that restore, kept apart from the main system.
- Exchange: health data sent to labs, partners or payers over encrypted channels, with only the fields each one needs.
- Records: kept as long as your rules require, and released only to people entitled to them.
Healthcare data exchange compliance solutions start with one list: which partner receives which fields, over which channel, under which agreement. We build the integrations to match that list and test them against it.
If you would rather not run all of this yourself, we offer managed IT services for healthcare compliance: devices, email, cloud and backups run for health data, kept encrypted, access-controlled and logged.
The cloud contract, line by line
Healthcare cloud compliance solutions start with the contract, not the console. HHS says a cloud provider that stores your health data is a business associate under HIPAA even when it holds only encrypted data and no key. HHS also lists HIPAA concerns that a service level agreement with it can address:
- system availability and reliability;
- backup and data recovery, including after a ransomware attack;
- how your data comes back to you when the service ends;
- who is responsible for which security control;
- limits on the use, retention and disclosure of your data.
One more line from the same guidance: the terms must not keep you from reaching your own data. Check that one before you sign.
Our work
PBM Source is compliance software for pharmacy benefit managers, who answer to a steady stream of laws, regulations and guidance. Finding what applied to a line of business used to mean weeding through bills by hand. Now each new requirement lands on a dashboard as a task with a summary, a jurisdiction and a date, marked by line of business: fully insured commercial, self-insured, Medicare or Medicaid. Teams sort tasks by topic, jurisdiction, compliance date, adoption date or assignee, and keep every message and document in one channel. What made it hard: showing each team only the rules that concern it, and finding new laws automatically, so people do the work instead of the searching.
RxPhoto is the clinical side: a photo platform for dermatology, aesthetics, plastic surgery, vein treatment and wound care, where we worked on the backend, the web front end and the API behind the mobile app. Each patient's photos, forms and notes live in one record on a secure cloud portal, and every user action goes into an audit log that administrators can follow.
Both are healthcare compliance technology solutions built as web applications. With us, a first version of a web application starts from $5,000; a platform like these is estimated before work starts. More on compliance software development.
AI and tracking scripts, within the rules
AI that reads notes or answers patients handles health data, and so do the scripts on your portal. Settle three things before the first line of code:
- The model provider is a vendor. If a hosted model receives patient data from your systems, ask your compliance advisor about the agreement it needs, and get a clear answer on whether your data trains it. A self-hosted model keeps the data inside your infrastructure.
- Trackers are not neutral. HHS's Office for Civil Rights says tracking technologies on pages behind a login, such as a patient portal or a telehealth platform, generally have access to protected health information. In June 2024 a federal court in Texas vacated the part of that guidance about public pages; ask your compliance advisor what applies to yours.
- Logs show what the AI did: which records it read, what it answered and who checked the answer.
That is how we approach AI healthcare compliance solutions: the agreement, the model and the logs settled first. The choice between hosted and self-hosted models is part of our AI consulting.
How it goes
Every engagement follows the same four steps:
- Scope: which systems, partners and people touch patient data, and which review is coming.
- Gaps: what is missing, ranked by risk and by what a reviewer checks first.
- Controls: the fixes, built into your systems and software; where there is code to write, in two-week sprints with a demo at the end of each.
- Proof: records and evidence, kept current for the next audit or payer review.
The estimate depends on how many systems and partners you have, how much software must change and what already exists. You get it before any work starts; the first call and the rough estimate cost nothing.

HIPAA compliance covers the Security Rule in detail. Cloud compliance configures and monitors AWS, Azure or Google Cloud for health data, and compliance automation collects the evidence by software instead of by hand before every audit. For the public website of a clinic or a health organization, see healthcare websites; the full list of rules we cover is on the compliance page.
Tell us about your organization: what you run, who you exchange data with and which review is next. You get back where we would start and a rough estimate, at no cost. On Clutch we hold 5.0 from 26 verified reviews as of September 2026, with not one negative review among them.
